Path Construction Delivers Net-Zero Regional Operations and Communications Facility for Lake County

Path Construction is proud to have partnered with Lake County to bring the new Regional Operations and Communications (ROC) Facility to life. This 37,000-square-foot ground-up build, located in Libertyville, IL, was designed to strengthen 9-1-1 communications, emergency preparedness, and disaster response while also setting a new standard for sustainable public safety facilities.

Building Resilience into the Structure

The ROC was designed with durability and continuity of service in mind. Constructed to withstand tornadoes, severe weather, and long-term power outages, the facility ensures that first responders and emergency teams can operate without disruption when communities need them most. Path Construction’s team coordinated complex systems and resilient infrastructure into every aspect of the build, ensuring long-term reliability.

Sustainable, Future-Focused Design

As Lake County’s first Net-Zero facility, the ROC demonstrates what is possible when innovation and sustainability are built into the foundation of a project. More than 1,900 rooftop solar panels generate renewable power, while a geothermal well field of 56 deep wells provides energy-efficient heating and cooling. Together, these systems balance energy use so that the facility consumes no more power than it produces.

A Hub for Critical Operations

Inside, the ROC houses three major agencies under one roof:

  • LakeComm, a consolidated 9-1-1 dispatch center serving 30 police, fire, and EMS agencies.
  • The Joint Emergency Telephone System Board (JETSB), which manages 9-1-1 operations across Lake County.
  • The Lake County Emergency Management Agency (LCEMA) and its Emergency Operations Center, where disaster response is coordinated with regional, state, and national partners.

By centralizing these critical services, the facility eliminates redundancies, improves communication, and accelerates emergency response.
