The Lake County Regional Operations and Communications (ROC) Facility is a groundbreaking advancement in emergency response infrastructure. This new 37,500-square-foot facility consolidates the operations of 20 agencies, including 911 centers, Emergency Telephone System Boards (ETSBs), Public Safety Answering Points (PSAPs), fire departments, and police departments, into a centralized hub designed to enhance collaboration, efficiency, and coordination in emergency services. Set to open in 2025, the ROC will house key agencies such as LakeComm, the Lake County Emergency Management Agency (LCEMA), and the Joint Emergency Telephone System Board (JETSB).
A standout feature of the ROC is its state-of-the-art data center/server room, designed and built by Path Construction to meet the advanced technological demands of these agencies. This cutting-edge facility houses high-performance servers to ensure secure and efficient data storage and processing. The data room is equipped with a clean agent fire protection system and an advanced 75kVA UPS power design to maintain uninterrupted operations, even during power outages or extreme weather conditions.
In addition to its technological capabilities, the ROC is committed to sustainability and energy efficiency. The facility is targeting both LEED certification and Net Zero Energy status. To achieve these goals, it incorporates in-ground geothermal wells for heating and cooling, drastically reducing energy consumption. The building also features photovoltaic solar arrays, harnessing renewable energy to further enhance its sustainability. These features reflect the facility’s commitment to environmental responsibility and long-term operational efficiency.
The design of the ROC also prioritizes the health and well-being of its occupants. The facility’s passive security improvements and architectural design ensure safety while creating a productive and supportive environment for the teams working within. Additionally, the building’s modernized Emergency Operations Center (EOC) provides a space for disaster preparation, response training, and real-time coordination across agencies, ensuring that Lake County is ready for any emergency situation.
The ROC is built to withstand extended power outages and severe weather. Security features such as vehicle barriers, reinforced construction, high-impact-resistant windows, and secure parking further enhance its protection. Inside, the facility offers bright, daylight-filled workspaces, areas for training and staff education, and wellness facilities, including walking trails and a patio for employee well-being.
By consolidating the efforts of multiple agencies and integrating advanced technology and sustainability measures, the Lake County ROC is poised to enhance emergency response times, improve inter-agency collaboration, and ensure the safety and security of Lake County residents for years to come.
